Added an IRC rule:

Keep English as the major language, i single phrase here and there in another language is fine but do not let it get too much (when it gets too much is up to the decision of the operators)

Added some very important info to the rules which is as follows:

Depending on the situation if any rules broken may or may not give a warning, when reaching certain warning levels consequences will happen as follows:
    30% = 24 hour ban
    50% = 1 week ban
    100% = 2 week
    If anymore happens after that you will be permanently banned

I made separated the IRC rules more from the general forum rules thus adding a couple rules and modified the big text to make limited use of it acceptable the whole list now is as follows then:

For all our IRC channels does these rules apply
    No Bots, duplicate nicks or clients etc.
    Respect other members.
    No backseat moderating.
    No spamming.
    Keep English as the major language, a single phrase here and there in another language is fine but do not let it get too much (when it gets too much is up to the decision of the operators).
    No overuse of big texts.
    No racism is tolerated at all, this will get you banned.
    Swearing is allowed, but do not let it go overboard.


Also added this to forums rules:

No backseat moderating.
